Prepare the vegetables and set aside for later.
Place a pan over medium heat and toast the quinoa for about 2 minutes or until they start to crackle and have a nutty aroma. Immediately transfer to a sieve. Spread out and allow to cool down completely.
Once the quinoa has cooled down, wash it thoroughly, then place it on a wide pan. Add the water and turn the heat to medium-high. Let it come to a boil. Once boiling, turn the heat to low and cook for about 10 minutes or until cooked. Make sure not to overcook it. Immediately transfer to a bowl and spread evenly. Allow to cool completely.
Make the dressing. Combine all ingredients in a small bowl and mix well. Set aside.
Once the quinoa is cooled completely, add all the other ingredients. Stir the dressing again then pour into the quinoa-vegetable mixture. Mix until well combined.
You can serve it right away but chilling it for a few hours will allow the flavors to blend well.
