For the lemon layer:
Start by preheating your oven to 350F, then lining a 9×9 baking pan with parchment paper.
In a medium-sized bowl, add the butter, 1/2 cup of sugar, and 2 cups of flour. Using a pastry cutter, combine all the ingredients together. Alternatively, you can use a food processor. Press the dough into the prepared pan and bake for about 15 minutes.
At the 10-minute mark, mix together the 1 1/2 cups of sugar and 1/4 cup of flour. Add the eggs and lemon juice and mix until well combined.
Gently pour the lemon mixture over the baked crust and place it back into the oven. Bake for about 40 to 50 minutes or until the lemon layer is set.
Once done baking, let it cool completely. Dust the tops with more powdered sugar if desired.
