Melt 3 tbsp unsalted butter in a heavy-bottomed pot, then add 1 cup fresh bread crumbs and 1/4 cup grated parmesan cheese. Stir and cook until nice and toasty brown. Set aside. Clean the pot and melt a little bit of butter. Add the diced onion and celery, then season with 1 tsp kosher salt and 1/2 tsp ground black pepper. Saute until just beginning to soften, then add the minced garlic and 2 tsp Italian seasoning. Continue stirring until fragrant.
Next, add 2 cups of chicken stock, 1 1/2 cups whole milk, and 3 cups pasta shells. Mix, then cover and cook for a few minutes, until the pasta is al dente. After this, add 1/2 cup heavy cream, 1/4 cup Neufchatel cheese, and 4 oz shredded cheddar cheese. Mix and let the cheese melt together. Once done, add 2 tsp lemon zest, 1 1/4 cups frozen peas, and two cans of tuna. Mix everything to combine. After this, turn off the heat, add the remaining cheese, cover the pot, and let the cheese fully melt. Garnish with the toasted breadcrumbs and 1/4 cup chopped fresh parsley once served.
