To start, boil the chopped potatoes and while they’re boiling, add some oil to a pan over medium-high heat. Add the chopped onion and chopped garlic. Saute these for a few minutes. Next, add 3/4 lb of ground beef, break it apart, and fry this for a few minutes until browned. After this, season with 1 tsp paprika, 1 tsp salt, and 1 tsp ground black pepper. Mix everything well. Add 14 oz of tomato sauce and simmer for a few minutes until it’s heated through, then turn off the heat and set it aside. Back to the potatoes, drain, and transfer them to a bowl. Add 2 tbsp of unsalted butter, 1/2 tsp salt, 1 tsp ground black pepper, 1/2 tsp garlic powder, and 1 tbsp chopped parsley. Mash these up with a handheld masher.

Now, take a spoon and kind of smooth it out. Divide it into four even sections. Spoon out one section and form it into a ball in your palms. Place it in a baking dish, push it down, and kind of form it into a circle, then form a well in the center. After you have all four of your potato wells, drop some grated mozzarella cheese into the center of each followed by a generous amount of the beef mixture filling. Top it off with some more grated mozzarella cheese. Place them in the oven at 375 degrees F and bake for a few minutes just until the cheese melts and everything sets.
