For the slurry:

Place the short ribs on a pan and season all sides with salt 2 hours before cooking. Place in the fridge.
After 2 hours in the fridge, pull the short ribs out and allow them to cool to room temperature. Pour 2 tablespoons of avocado oil on a skillet over heat. Once the oil is hot, sear the short ribs in batches until golden brown. Do not overcrowd the skillet. Once done, place it on a plate. Drain the oil but make sure to leave a tablespoon.
Add a little bit of room temperature to the skillet. Add the onion, celery, and carrots. Mix and roast them. Season with all-purpose seasoning. Next, add tomato paste, Dijon mustard, and beef base. Mix all ingredients well.
Pour 2 cups of red wine. Scrape the edges and the bottom.
Place the seared beef into the pressure cooker. Slice the top off the garlic and put it inside. Add bay leaves, rosemary, thyme, and the tomato and vegetable mixture. Next, add the beef broth, soy sauce, salt, and pepper.
Pressure cooker on high for 50 minutes or in the oven at 325 degrees for 3.5 hours. Once done, take off the beef and place it in a pan. Remove the bone from the beef. Let it cool. Strain the sauce and get 2 cups.
Make the slurry by combining corn starch and cold water. Pour the 2 cups of sauce into a pan over heat. Bring to a boil and let it reduce for a couple of minutes. Once boiling, turn the heat to low. Add the soy sauce and whisk in the slurry until it thickens. Add salt to taste then mix.
Serve with rice or mashed potato. Pour the sauce on top of the beef and garnish with chives or parsley.
