Elmer’s Glue All
Most people think glue is glue, but I’m sorry, no. I’ve tried some other brands of glue and they either don’t dry clear or they are too watery. Elmer’s is always my top glue to use for making paper flowers with toilet paper

Quick Steps
- Stack 5 sheets of toilet paper and trace a circle with a small cup. Cut out 21 circles total.
- Color the edges of the circles with 4 different water-based markers.
- Lay the circles on plastic, spray lightly with water, and let them dry completely.
- Cut the bottom out of a small paper cup and turn it upside down.
- Fold the circles over the rim of the cup, overlapping and gluing as you go to form the flower.
- Add more layers, placing each new circle between the ones below it for a full rose shape.
- Glue an extra circle over the bottom center to cover and finish the base.
- Flip the cup over and carefully remove the flower. Let the glue dry fully.
