Start by preheating the oven to 350F and by greasing an 18 x 13 baking sheet with non-stick spray.
In a large bowl using a hand mixer or the bowl of a stand mixer, add butter, sugar, and brown sugar. Cream all ingredients together.
Mix in the peanut butter, eggs, and vanilla.
Add the oats, flour, baking soda, and salt into the mixture. Mix until well combined.
Transfer the dough to the greased baking sheet and place inside the preheated oven. Bake for about 14 to 16 minutes.
Make the peanut butter fudge layer by mixing powdered sugar and melted butter in a bowl until smooth. Next, mix in the peanut butter.
Drop spoonfuls of the peanut butter mixture onto the crust while still warm. Let it melt for a bit before spreading across the crust, then let it cool completely.
Make the chocolate frosting by combining all ingredients until smooth and fluffy for about 3 to 4 minutes using a hand mixer or stand mixer.
Once the peanut butter fudge layer is cooled, spread the frosting. Cut into bars and serve. Enjoy!
