Step 1
Decide on what size you want your cart handle cover to be, if you are making one for a big cart, then use a 20cm x 6cm (7.8 x 2.3 inches) measurement, but if you want to make a cover for a smaller cart, then use a 15cm x 6cm or (approx. 5.9 x 2.3 inches). Cut your main and lining fabric to the measurement that you chose, then lay the fabric together with their right sides facing each other, and pin them around in place. Sew the fabric with about ½ inch of seam allowance, then make sure to leave an opening at about 5 inches for turning later, and then notch or trim off the corners diagonally making sure not to cut through the stitching line.

Step 2
Once done, turn it right side out through the opening that you left earlier, then tuck the seams of the opening, and give it a nice press. Pin around the opening and topstitch all around the whole piece with a ½ inch seam allowance. Pull the hook-and-loop or velcro apart, then place one along the bottom edges of the main fabric, flip it over, and place the other one along the top edges of the lining fabric, make sure that they will meet when you loop the cart cover. Sew them in place and you’re done!
