Start by preheating your oven to 425F and lining a muffin tin with muffin liners.
Sift the flour, cocoa powder, baking soda, baking powder, salt, and sugar into a large bowl. Whisk until well combined then set aside.
Get a separate bowl, and add eggs, vanilla, vegetable oil, sour cream, and milk. Whisk to combine.
Take 1/3 cup of the chocolate chips and set aside for the muffin tops.
Add the wet mixture to the dry mixture, folding it using a spatula until well combined. Sprinkle the remaining chocolate chips and mix until just combined.
Fill each muffin liner with the mixture to the top, then sprinkle reserved chocolate chips.
Bake at 425F for 6 minutes, then reduce the heat to 350F and bake for 14 minutes or until the centers are set or a toothpick comes out clean when inserted in the center.
