Start by preheating your oven to 350F and lining 2 baking sheets with parchment paper.
In a large bowl, add flour, 2 cups of powdered sugar, baking powder, and salt. Whisk until well combined.
Cut the butter into tablespoons, then add to the flour mixture. Next, add eggs and vanilla. Beat on medium speed until combined using an electric mixer. Add 2 drops of food coloring and beat until the dough turns green. Make sure there are no white streaks.
In a small bowl, add cornstarch and the remaining 1/2 cup of powdered sugar. Whisk to combine.
Scoop 1 1/2 tablespoons of dough and form into a ball. Roll into the cornstarch mixture until well-coated. Repeat with the remaining dough. Place them on the prepared baking sheets about 3 inches apart. Slightly press down on the tops.
Place the cookies in the preheated oven and bake for about 12 minutes or until they start to crinkle and are slightly browned on the bottoms. Once done baking, remove them from the oven and immediately press a heart-shaped sprinkle or candy on each one. Transfer them to a wire rack to cool completely.
