Start by preheating your oven to 325F, and lining two baking sheets with parchment paper.
In a bowl, add the butter, sugar, and brown sugar. Cream together using a hand mixer. Alternatively, you can use your stand mixer.
Add the eggs and vanilla extract to the mixture. Beat until well combined.
Add the cocoa powder, baking soda, and salt. Beat until well incorporated.
Stir in the flour using a spoon or rubber spatula until well combined. Add the chocolate chips and pecans. Stir well.
Scoop 2 tablespoons of the cookie dough and roll it into a ball using your hands. Place it on the prepared baking sheet. Repeat with the remaining cookie dough. You should have 24 cookies. Place it in the freezer for 30 minutes.
After 30 minutes, remove from the freezer and place in the preheated oven. Bake for 12 minutes.
Unwrap the caramels and place them in a microwave-safe bowl. Add the heavy cream, then microwave for 30 seconds. Stir, then microwave again for 30 seconds. Repeat until completely melted and smooth.
Once done baking, remove the cookies from the oven and drizzle the caramel on top. Let them cool completely on a wire rack.
