Start by preheating your oven to 350F and lightly greasing a 9 x 13 baking dish. Set aside for later.
Make the cinnamon layer. In a small bowl, combine brown sugar, flour, and cinnamon together in a small bowl. Mix until well combined. Set aside.
Make the streusel topping. Combine brown sugar, flour, cinnamon, and salt in a small bowl. Next, add the butter and stir with a fork until crumbly. Set aside for later.
Prepare the cake. In a medium bowl, whisk flour, baking powder, and salt.
In a stand mixer with the paddle attachment on, add the sugar and butter. Beat until fluffy for about 3 minutes. Using a spatula, scrape the sides then turn the mixer on low speed. Add the eggs and beat until well incorporated. Gradually add the flour mixture and milk. Next, beat in the sour cream and vanilla for a bout 30 seconds.
Pour half of the batter into the prepared baking dish, then spread evenly. Sprinkle the cinnamon layer, then pour the remaining batter on top. Spread the streusel topping over the cake. Spread evenly and press lightly.
Place inside the preheated oven and bake until a toothpick inserted in the center comes out clean for about 40 to 50 minutes. Once done, remove from the oven and cool completely before serving for about 30 minutes.
