Start by preheating your oven to 350 degrees. Next, put a pot of water over heat and let it come to a boil. You need two and one-fourth cups of hot water. While waiting, pour the melted butter into your casserole.
In a mixing bowl, combine 1 1/2 cups of self-rising flour, 1 1/4 cups of sugar, and 1 3/4 tablespoons of cocoa powder. Mix until well combined.
Add 3/4 cup of whole milk and 2 teaspoons of vanilla to the dry ingredients and mix until well incorporated.
Evenly pour the chocolate mixture over the melted butter. Make sure not to stir it.
In another mixing bowl, combine 1 1/2 sugar and 1/2 cup cocoa powder. Mix until there are no lumps.
Sprinkle all across the top of the butter and chocolate mixture using a spoon. Try to do this as even as possible. You can spread it but make sure not to stir it!
Get the 2 1/2 cups of hot water and pour it slowly all around the cocoa-sugar mixture. Do not stir it. Let it sit for a couple of minutes.
Place in the preheated oven and bake for 30 minutes.
