Add the softened butter to a bowl, and mix for 1 minute. Do not overmix it.
Sift in the powdered sugar and salt. Mix for about a minute with a whisk until it becomes smooth.
In a medium bowl, combine 1 egg, 1 yolk, and 1/2 tablespoon of vanilla extract. Pour half of it into the flour mixture. Mix for 1 minute.
Add the remaining 1/2 and whisk again for a minute.
Sift the cake flour and cornstarch directly into the mixture. Fold everything together with a silicone spatula until it becomes a soft dough.
Transfer the mixture to a piping bag with a star tip.
On a baking sheet lined with parchment paper, squeeze the mixture into a teddy bear shape. Gently press the top center with your finger to make it flat. Place in the refrigerator for about 20 minutes.
Bake inside the oven at 320-340F for about 15 to 20 minutes or until the sides are browned.
Transfer melted white chocolate and dark chocolate into two small piping bags and decorate the cookies. Let the garnish set and place it on cupcake liners. Serve these treats while freshly baked. Enjoy!
