In a large bowl, combine 3/4 cup of cocoa powder, 1/2 cup of brown sugar, 1/2 cup of white sugar, and 1/4 cup of vegetable oil. Mix until well combined.
Add 2 large eggs to the mixture and whisk until well incorporated and smooth.
Add 1 teaspoon of vanilla extract. Next, sift 1 cup of all-purpose flour, 1 teaspoon of baking powder, and 1/2 teaspoon of salt into the mixture. Mix until just combined. Do not overmix it.
Cover it with a cling wrap and chill in the fridge for about 4 hours (or freeze for 1 hour).
Put the icing sugar in a bowl. Use an ice cream scoop or a spoon to make equal-sized chocolate balls, then drop each into the icing sugar. Place each into a baking sheet lined with parchment paper and press lightly to flatten.
Bake in a preheated oven at 356 degrees Fahrenheit for 10 to 12 minutes. Once done baking, let the cookies cool completely on a rack or chopping board. Enjoy these yummy snacks with your friends and family!
