In a small mixing bowl, add the paprika, cumin, garlic powder, oregano, salt, onion powder, cayenne pepper, and black pepper, then mix them together until combined and uniform, and set it aside. Place a pan on a stove over medium heat, then drizzle some olive oil, and let it heat up before adding the onion and red pepper. Toss and sautee them until soft and translucent, then push them to the sides of the pan, and place the beef at the center before breaking it apart. Once the beef is browned, mix them all together to combine, then sprinkle the seasoning mix, and give them a good stir until incorporated. Add the tomato puree, then continue to cook them for a few more minutes, and deglaze the pan with water or beef stock before stirring in the cornstarch or cornflour.

Next, add the black beans, then bring it to a simmer while stirring occasionally, and reduce for about 5 minutes. After 5 minutes, transfer it to a bowl, then set it aside, and let it rest for a bit until it stops steaming. Wipe the pan with a paper towel, then brush one side of each tortilla with oil, and place it on the pan with the oiled side down making sure the heat is off. Sprinkle ¼ cup of cheese, then top it with ½ cup of beef, add a layer of jalapenos, and add ¼ cup more cheese on top. Fold the tortilla over, then place another tortilla beside it, and repeat the layers of meat and cheese. Turn the stove on to medium heat, then let them fry for a few minutes until both sides are golden, and then serve. Enjoy!
