Start by trimming off excess fat, then cutting the steak into bite-sized pieces. Place in a gallon-sized resealable plastic bag or shallow bowl.
Add lemon juice, olive oil, Worcestershire sauce, vinegar, onion powder, garlic powder, salt, and black pepper to the steak. Toss everything to coat evenly. Cover with a cling wrap or seal, then place in the refrigerator for 1 to 8 hours to let it marinate.
Fill a large pot with water and add some salt, then bring it to a boil. Add cubed potatoes and cook for about 10 minutes or until fork-tender. Make sure they are not mushy. Drain them then set aside.
Place a large skillet over medium-high heat. Once hot, cook half of the marinated steak, leaving excess marinade behind. Stir occasionally and cook until seared and browned. Transfer to a plate, then continue cooking the remaining steak.
Bring back all the cooked steak to the skillet, then add the butter and crushed garlic. Cook for a minute then add cooked potatoes. Saute for about 3 to 5 minutes until the potatoes are slightly browned.
Transfer to a plate and sprinkle grated parmesan cheese on top. Enjoy!
