Cook the spaghetti noodles according to the package directions. Add the ground beef in a large skillet over medium-high heat and cook until brown. Once browned, add the chopped green bell pepper and diced onion. Continue cooking until the onion softens, then add the minced garlic. Next, add the pasta sauce, 1/4 cup of water, 1 tbsp butter, salt and ground pepper, and 1 tbsp sugar. Stir everything together until combined. Turn the heat down to low and simmer for a few minutes.
Drain the spaghetti after cooking, then add 2 tbsp butter, 2 beaten eggs, and 4 oz shredded Swiss cheese. Mix together. Now, spray some nonstick cooking spray on a pie plate, then transfer the spaghetti onto it. Next, spread 1 1/2 cups cottage cheese over the spaghetti, then add the meat sauce. Spread it nicely and evenly, then place it in the oven at 350 degrees F oven. Bake for 20 minutes. After baking, add 1 1/2 cups shredded mozzarella cheese on top, place it back in the oven, and bake for ten minutes. Garnish with some freshly chopped parsley before serving.
