Cut the potatoes into cubes and put them in a pot. Fill the pot with water until the potatoes are fully covered with water. Then add 1 teaspoon of salt. Cook them over medium heat until the potatoes are easily pierced with a fork. Once cooked, drain well and put them into a bowl.
Mash all the potatoes. Then add the chopped parsley and egg. Mix well.
Cut the onion, red bell pepper, and green bell pepper into cubes. Then heat your pan and pour the olive oil. Once the oil is hot, saute the garlic, red bell pepper, and green bell pepper. Add the black pepper and stir. Then cover the pan and cook for 10 minutes. After 10 minutes, pour the tomato sauce and stir again for 2 minutes. Then remove from heat. Combine the tuna and mix well.
Grease the baking dish with 1 teaspoon of butter, then put half the potato mixture. Next, add the vegetables and tuna mixture. Then put some mozzarella cheese on top. Now add the second layer of potato mixture. Bake them at 392 degrees F for 20 minutes.
Remove from the oven and add some more mozzarella cheese on top. Bake for another 5 minutes or until the cheese is melted and golden brown.
