Heat some cooking oil in a large pot, then add the ground beef. Break it apart and cook until brown. Season with 1 envelope of taco seasoning and 2 tsp chicken bouillon powder. Mix well. Once the ground beef has browned nicely, add the entire bag of pasta shells and 1 can of drained Rotel. Stir everything to combine, then add 4 1/2 cups of water. Cover the pot with its lid, bring it to a rapid simmer, then turn the heat down.
After ten minutes, add the shredded cheddar cheese and 1 1/2 cups heavy cream. Stir to combine until the cheese fully melts. Serve and enjoy!
