Prep all the veggies first and set them aside. Next, heat a 12″ skillet over medium heat, then add 2 tbsp of avocado oil. Once heated through, add the ground beef. Break it up, then add the chopped onion and minced garlic, and season with 1 tsp Italian seasoning, 1 tsp salt, 1/2 tsp ground black pepper, and 1/4 tsp red pepper flakes. Stir and cook until ground beef is nicely browned.
After this, add 12 oz cauliflower rice, chopped bell peppers, chopped tomatoes, 1 tbsp tomato paste, and 2 tbsp water. Stir together until combined. (Turn down the heat to medium-low at this point.) Bring to a simmer and cook for ten minutes or until the veggies become tender. Lastly, sprinkle 1 1/2 cups shredded mozzarella over the top, put the lid on, and cook for about three to four minutes, until the cheese fully melts.
