Add 1 tsp all-purpose flour, salt and black pepper to taste, 1 tsp dried thyme, and 1 tsp smoked paprika in a mixing bowl and mix. Coat each chicken thigh with the mixture and set aside. Next, heat 1/4 cup olive oil in a heavy-bottomed pan, then add the chicken thighs, skin side down. Once nice and brown, remove them from the pan, and set them aside. In the same pan, add the finely chopped shallot and minced garlic. Stir them around, then add 1/2 cup white wine and deglaze the pan.
After this, add 1/2 cup chicken stock and juice of a lemon. Add the chicken thighs back into the pan, then transfer the pan to 400 degrees F oven. Bake for 25 to 30 minutes. After baking, remove the chicken thighs to a plate, then heat the pan again. Deglaze the bottom, then add 1 cup of heavy cream, some salt and black pepper, and lemon zest. Stir everything to combine and reduce it until thicken. Add some chopped parsley to finish it. Pour the sauce over the chicken thighs and serve.
