Step 1
In a medium-sized mixing bowl, sift together the flour, baking powder, salt, and nutmeg, then whisk together until well combined, and set aside. In a separate large mixing bowl or in the bowl of a stand mixer, add the butter and sugar, then beat them together over medium speed for about 1 minute or until well combined, add the egg yolks, and continue beating until light and fluffy for 2 more minutes. Add the sour cream and beat until well combined, then add the flour mixture, and continue to beat over low speed until combined and incorporated. Scrape the dough, then cover, and refrigerate for at least 1 hour up to overnight or until firm. Place a large heavy-bottomed pot on a stove over medium heat, then fill it with 2 inches deep oil, and let it heat up until it reaches a 335°F temperature. Lightly flour a surface, transfer the dough to a well-floured surface, then dust the dough with flour, and flatten with a rolling pin until ½ inch thick.

Step 2
Use a 3-inch round cookie or biscuit cutter dipped in flour to cut out the dough, then cut holes in the center using a 1¼-inch round cutter, and place in a baking sheet lined with parchment paper in a single layer. Carefully place 2 to 3 donuts at a time in the hot oil, then deep-fry them for about 2 minutes, flip, and fry for another 2 minutes. Flip them one more time and fry for 30 to 60 seconds until golden brown, then remove from the oil, and place on a plate lined with a paper towel to drain off excess oil. Adjust the heat as necessary to keep the oil between 330°F and 340°F, then while the donuts are warm, prepare the glaze. Sift the confectioners’ sugar into a medium-sized mixing bowl, then add the water, vanilla, and salt, and whisk them together until smooth. Dip the top of each donut in the glaze, then place them in a wire rack with their glaze side facing up, and let cool for a few minutes. Serve immediately or let cool completely.
