In a medium bowl, add the cocoa powder, flour, baking soda, and salt. Whisk all ingredients until combined,
In a different bowl, add the butter, sugar, and brown sugar. Whisk until well combined. Next, add the vanilla extract and eggs. Mix again until incorporated.
Combine the dry mixture with the wet mixture. Whisk together until well combined.
Fold in the milk chocolate chips. Place in the freezer for about 10 minutes.
Line a baking sheet with parchment paper. Using an ice cream scoop, scoop the mixture and place on the prepared pan. Repeat with the remaining mixture. Make sure to space them. Press them flat using your palm, then using your index finger, make a well in the center.
Place one marshmallow in each hole. No need to press them.
Bake at 350F for about 10 minutes.
Once done baking, remove from the oven and sprinkle cocoa powder on top.
