Finely chopped your garlic and put it in the bowl together with the ground beef. Add 2 tbsp of Shaoxing wine (or dry sherry), and 1/8 tsp of black pepper. Mix everything together and set it aside. In another bowl, add 1/4 cup of soy sauce, 1/4 cup of chicken stock (or water), 1/4 cup of sugar, 1 – 2 tbsp chili sauce, 1 tsp of cornstarch, and a pinch of black pepper. Mix everything together until the sugar has dissolved completely.

Cut two bundles of green onions into 2″ long pieces, then heat your pan over high heat. Add 1 tbsp of cooking oil and the beef mixture. Break down the beef and cook it until all the moisture is gone. After seven to eight minutes, add the sauce mixture. Mix everything together until the beef is evenly coated, then add the chopped green onions. Stir until the green onions are softened. Turn off the heat and garnish with some sesame seeds.
