Step 1
Cut the cauliflower into small pieces, then steam them for about 3 to 4 minutes, remove from heat, and set them aside. Preheat your oven to 400°F, then place a saucepan on a stove over medium-high heat, and add the milk, garlic, and bay leaf.
Step 2
Allow it to simmer, then remove it from the heat, and let it sit on the counter for about 5 minutes before removing the bay leaf and garlic clove. Place a small saucepan on a stove over medium-high heat, then add the butter, allow it to melt, and add the flour while stirring consistently.

Step 3
Cook it for about 1 minute, then add the milk, and give it a good whisk until it thickens. Season it with nutmeg, salt, and pepper, then continue to stir, and remove it from the heat. Add ¼ cup of the parmesan cheese, then give them a good stir to combine, and set it aside.
Step 4
Grease a 9-10-inch baking dish with butter, then coat it with breadcrumbs, and place the steamed cauliflower pieces in a single layer. Sprinkle the green onion over the top, then pour in the sauce evenly, and sprinkle the remaining parmesan cheese.
Step 5
Stir together the breadcrumb topping ingredients, then sprinkle it over the cheese, and place it in the preheated oven. Allow it to bake for about 25 to 30 minutes or until golden brown, then serve, and enjoy!
