Chocolate Topping
Step 1
Beat together the butter, granulated sugar, and light brown sugar until light and fluffy, then add the eggs and vanilla extract, and beat them until completely combined. In another bowl, whisk together the flour, cocoa powder, baking powder, and salt, then gradually add the flour mixture to the wet mixture, and continue to beat in between additions until fully combined. Cover the bowl with plastic wrap, then put it in the refrigerator, and allow it to chill for at least 4 hours up to overnight.
Step 2
Preheat the oven to 350°F, then line the baking sheets with parchment paper, and set them aside. Get the chilled dough from the fridge, then scoop 1½ tablespoons each, and roll them into a smooth ball. Roll each ball in granulated sugar until well coated, then transfer them to the prepared baking sheet, and make sure to space them at least 2 inches apart.

Step 3
Place them in the center rack of the preheated oven, then allow them to bake for about 10 to 12 minutes, while waiting for them to bake, cut the marshmallows in half. In a microwave-safe bowl, add the chocolate and heavy cream, then heat them at 25-second intervals, and stir in between each until melted. Remove the melted chocolate from the microwave, then stir it until completely smooth, and let it slightly cool at room temperature.
Step 4
Remove the cookies from the oven, then gently press half a marshmallow with its sticky side down into the center of each cookie, and allow them to cool for a bit on the baking sheet. After several minutes, carefully transfer them to a cooling rack to cool completely, then top each cookie with the melted chocolate, and let it set before serving. Enjoy!
