Lay the top hat upside down, then pour the entire bag of rocks all over the bottom for weight, and place the foam at the center (you can glue it down if you want). Cut the stem of the flowers shorter, then stick them to the foam block, and stick down the firecrackers, pinwheels, and other embellishments that you want to use and add. That’s it, you’re done, and you can display this beautiful project now.
