Step 1
Place a skillet pan on the stove and heat it up before adding in about 2 tablespoons of olive oil, then saute the onion for about 1 minute. Add in the garlic and continue stirring it together until the onions are soft and translucent. Then, you can add in the ground beef and cook it until it turns brown, season them with salt and pepper to taste or use whatever seasoning you want. Mix them together until well combined, then add in the store-bought or homemade spaghetti sauce, give them a good mix and let it simmer from medium to medium-low heat for about 15 minutes until some of the liquid evaporates. Once your meat and sauce mixture is nice and thick, you can set it aside while preparing your white cream sauce.

Step 2
In a saucepan, add in your half and half, then bring it to a gentle simmer over medium heat before adding in half of your cheese portion, you can add more depending on your preference. Whisk them together until the cheese has melted, is smooth, and fully incorporated. Add in your cooked and drained pasta, mix until it is well coated. Grease your baking dish well, then add the pasta mixture at the bottom, top it with your beef mixture, then sprinkle with the remaining cheese mixture. Bake it in a preheated oven at 450 degrees for about 10 to 15 minutes or until the cheese is golden brown and bubbling. You can also broil it on high for 2 to 3 minutes. Garnish it with parsley then serve or let it cool down for 5 to 10 minutes.
