For Layering
Step 1
Place a Dutch oven on a stove over medium-high heat, then add the ground beef, and break them apart while tossing them around. Allow them to cook until nice and brown, then reduce the heat to medium before adding the ground sausages, and then break them apart. Give them a good toss, then push them around the sides to make a space at the center, and add the chopped onions and bell peppers. Let them cook until nice and translucent, then add the garlic, and let them cook for 1 more minute.

Step 2
Season them with salt and pepper, then mix them together, and gradually add the pasta sauce in 3 addition making sure to mix them together in between each addition until well combined. Sprinkle the sugar, then give them a good mix, and allow the mixture to simmer over low heat for about 30 to 45 minutes while stirring occasionally. While letting the sauce mixture simmer, cook the pasta according to the package instructions, then drain all of the excess water, and set the cooked pasta aside. In a mixing bowl, add the sour cream, cottage cheese, cream cheese, green onions, and pepper, then mix them all together until combined and incorporated, and set it aside.
Step 3
Lightly grease a casserole dish with nonstick cooking spray, then spread some of the meat sauce mixtures at the bottom evenly, and sprinkle some parmesan cheese before adding the cooked pasta on top. Spread the cheese mixture all over the top evenly, then pour the remaining meat sauce mixture, and garnish with parsley and mozzarella cheese. Place it in a preheated oven at 350°F, then allow it to bake for about 30 to 45 minutes or until the cheese has fully melted, and once almost done, add the chopped green onions on top before putting it back in the oven to finish baking. Serve and enjoy!
