Grease a 9″ deep pie dish with a nonstick cooking spray and set aside. Next, combine 12 sugar ice cream cones and 6 tbsp melted butter in a bowl and mix well. After this, transfer the mixture to the prepared pie dish and press it down firmly as well as to the sides. Once done, chill the prepared crust in the fridge while you make the filling.
Heat a small saucepan over medium heat and add 1/2 cup heavy whipping cream. Once simmering, turn off the heat. Add 1/2 cup chocolate chips in a bowl and pour the heated cream. Whisk until the chocolate chips fully melt, then let it cool for five minutes. Now, take the chilled pie crust and pour the chocolate mixture. Place it in the freezer for 30 minutes.
Take the vanilla ice cream from the freezer and allow it to soften just until the chocolate has set up in the crust. After this, spoon the vanilla ice cream over the chocolate and smoothen it, then mound the ice cream on top to like an ice cream on a cone. Once done, freeze again for 30 minutes.
Now, pour the fudgy chocolate sauce all over the hardened ice cream and sprinkle 1 cup chopped peanuts. Freeze it again and allow it to set before serving.
