Make the brine/marinade. In a large bowl, add the milk, hot sauce, chicken bouillon powder, garlic herb blend, celery salt, and onion powder. Whisk until well combined.
Add the chicken to the buttermilk mixture and cover with the lid. Brine for a few hours or overnight.
Make the flour dredge. In a bowl, add the all-purpose flour, cornstarch, salt, onion powder, and msg seasoning. Mix until well combined.
Set up the dredging station. Prepare a bowl of cold water and the flour dredge.
Take the marinated chicken, letting the excess drip off, and place it on the flour dredge. Coat on all sides, then quickly dip into the cold water. Shake excess water, then coat again with the flour mixture.
Place a deep frying pot over heat and add a generous amount of oil. Once the oil reaches 350F, add the coated chicken and cook for 12 to 15 minutes until golden brown and crispy. Make sure not to overcrowd the pot. The internal temperature of the chicken should be 165F.
In a different bowl, add self-rising flour and sugar. Give it a quick mix. Add shortening and use your finger to work it in. Pour evaporated milk and mix until well combined. It should be very sticky.
Line a baking sheet with parchment paper. Scoop the mixture with an ice cream scoop and place on the prepared baking sheet. You will make 8 from the mixture.
Bake at a 375F preheated oven for about 15 to 20 minutes.
Make the honey butter by mixing warm melted butter and honey in a small bowl.
Once the biscuits are ready, pour the honey butter on top. Let them sit.
