Place a large skillet over medium-high heat and add the ground beef. Break into pieces and cook until no longer pink. Drain the grease from the beef, then add 1 tablespoon of cooking oil. Add onions and peppers. Next, season with a pinch of salt and pepper. Cook until the onions are soft and translucent, then add the garlic. Stir for 1 minute.
Add the water, ketchup, brown sugar, and mustard to the beef. Give it a good mix, then pour the chicken broth. Bring it to a boil over high heat. Add the corn, tomatoes, and pasta. Cover with the lid and lower the heat to medium-high. Let it cook for 8 to 9 minutes or until pasta is al dente.
Take off the lid and add the Velveeta cheese. Stir well, then turn off the heat. Sprinkle some shredded cheddar cheese on top, then place the lid back on to allow it to melt. Sprinkle with parsley and enjoy.
