For the cheese sauce:

Peel the potatoes and slice them using a mandoline. Make sure not to slice them too thick and too thin. Soak them in a pot full of water so they won’t turn brown while preparing the cheese sauce.
Place a saucepan over low heat. Add the butter and let it melt. Add the garlic and mix with the melted butter for about 1 minute. Keep stirring as you don’t want the butter to turn brown. Next, add the 4 tablespoons of flour and give it a good mix. Let it cook for about 2 minutes just to remove the flour taste while continuously stirring.
Add the milk one cup at a time to the mixture, while continuously stirring until it thickens. Next, add some salt and pepper to taste.
Add 1 and 1/2 cup of cheddar cheese to the sauce and let it melt while stirring. Cook it for a little bit, then turn off the heat.
Strain the potatoes and place in a bowl. Pour in the cheese mixture and give it a good toss.
Transfer to a gresed baking pan and top it with the remaining cheddar cheese.
Cover with foil and bake at 350 degrees F for 1 hour. After the first 40 minutes, remove the cover and continue baking for 20 minutes uncovered to brown the top. Once done baking, let it cool down before serving.
