Start by preheating your oven to 325F and greasing an 8×8 inch square baking pan with butter or baking spray, then line it with parchment paper.
Make the crumb topping. In a large bowl, add 3/4 cup flour, sugars, cinnamon, and salt. Whisk to combine. Using a fork, stir in the melted butter until just combined. The mixture should still be crumbly. Add the remaining 1/2 cup of flour and stir until the mixture becomes very crumbly.
Make the cake. In a bowl, add flour, baking powder, baking soda, and salt. Whisk until well combined. In a different large mixing bowl, add butter and sugar, beating on medium speed until light and fluffy for about 3 minutes. Next, beat in the egg until combined. Scrape down the sides of the bowl. Add sour cream, milk, and vanilla, then beat at medium-low speed until combined.
Turn the speed low, then slowly add the flour mixture to the butter mixture. Beat until incorporated. Make sure to scrape down the sides of the bowl as needed.
Transfer the cake batter to the prepared pan and spread it evenly. Sprinkle the crumb topping on top.
Place inside the preheated oven and bake for 40 minutes or until a toothpick inserted comes out with a few moist crumbs. If it’s browning too much, loosely cover it with foil. Once done baking, let it cool completely in the pan. Dust with confectioner sugar on top. Slice, serve, and enjoy!
