Heat a little bit of oil in a large skillet over medium heat, add the ground beef, and cook until brown. Once browned, drain the excess liquid, and transfer it to the crockpot. Push the ground beef to one side and add the chopped red bell pepper, carrots, and scallions to the other side. In a bowl, combine 2 cups of chicken or beef stock, 1/2 cup low-sodium soy sauce, minced garlic cloves, and 2 tbsp brown sugar. Mix until well combined.
Pour the sauce into the crockpot and stir everything well. Now, cover the pot with its lid, set it on low, and cook for four to six hours. 30 minutes before the time is up, go ahead and add the ramen noodles. Make sure they are submerged then continue to cook everything for the remaining 30 minutes. Once done cooking, give it a quick stir and transfer to a serving bowl. Garnish with sesame seeds and chopped scallions. Enjoy!
