Place the steak in a bowl. Next, add the black pepper, soy sauce, chicken seasoning, 1/2 corn starch, honey, 1/3 oil, ginger, and garlic. Mix all the ingredients. Marinate the meat for 20-30 minutes before cooking.
For the slurry, add water, cornstarch, fresh black pepper, and soy sauce in a bowl. Whisk to combine.
Get the skillet and place it over medium heat and drizzle some oil. Once the oil is sizzling hot, place the steak in batches. Cook each side for 2 minutes to obtain a sear or caramelization. Once the meat is cooked, transfer it to a bowl. Repeat the process for all of the remaining steak.
Pour the remaining oil into a wok over high heat. Add the remaining garlic, crushed black pepper, and salt. Stir all the ingredients and cook for 30 seconds. Next, add the bell peppers and onion. Cook to your preferred doneness. if you want to preserve the color of the vegetables, cook them over high heat.
Pour the slurry and stir until thickened. Then add the cooked steak and stir. Remove from heat and serve on a plate. Best served with rice.
