Place a large pot over medium-high heat. Add the ground beef, break it using a spatula, then season with salt and pepper. Let it cook until browned while stirring occasionally. Once fully cooked, drain the beef and transfer it to a plate lined with a paper towel.
Heat the oil in the pot, then add diced onion and bell pepper. Cook for about 3 to 4 minutes until softened. Next, add the garlic, basil, oregano, and thyme and saute for another 30 seconds.
Add the ground beef back to the pot followed by diced tomatoes, tomato sauce, and beef broth. Place the lid and bring it to a simmer. Once simmering, reduce the heat to low, and occasionally stir for 20 minutes.
Add the cooked rice and stir. If you prefer a thinner soup, add more soup. Serve in bowls and garnish with freshly chopped parsley.
