Spray your casserole dish with cooking spray. Grate the potatoes and place them in a bowl.
Place a pan over heat and drizzle some olive oil. Add your breakfast sausage and let it brown for a little bit, then break it into pieces. Continue cooking until everything is brown.
Add the chopped onions and mix. Next, add the chopped bell peppers and tomatoes. Mix and season with pepper. Let it cook until the vegetables are softened.
Crack 8 eggs in a big bowl and add 1/4 teaspoon of garlic powder. Next, pour the 1 and 1/2 cups of whole milk or heavy cream. Season with salt and pepper. Beat well using a whisk.
Get your casserole dish and add a layer of hashbrowns. Next, add all the sausage and veggies. Sprinkle some of the cheese on top, then pour the egg mixture.
