Place a pan over low heat and drizzle some oil. Add chopped onion and fry for about 2 minutes until translucent. Next, add 3 cloves of minced garlic.
Cut an inch around one of the tortillas, then dice the leftover tortilla.
Add the diced tortilla to the pan with the garlic and onion and fry for about 2 minutes. Next, add the ground beef and break it into pieces. Cook for 3 to 5 minutes until browned. Season with salt, black pepper, and paprika. Mix well.
Sprinkle chopped parsley or green onion and mix. Remove from heat and transfer to a plate.
In a clean small pan (do not place it on the stove yet), add the uncut tortilla. The edges must be covered with the tortilla. Sprinkle mozzarella cheese on the center, then transfer the cooked beef. Spread it evenly, then sprinkle more cheese on top. Place the small tortilla in the center. Add more cheese on the edges of the small tortilla, then fold the edges of the big tortilla towards the center. Place a small plate on top, then flip it to transfer.
Place the pan over heat and add a bit of oil. Place the tortilla then brush with a little bit of oil. Fry it for 3 minutes, flip, then fry the other side for another 2 to 3 minutes.
