Preheat your oven to 400 degrees F and grease a 9 x 13 baking dish with cooking spray. Set it aside. Next, add 2 cans of cream of soup in a large mixing jug along with 1 cup of milk, 1/2 cup chicken broth, and 1/4 tsp black pepper. Whisk well until combined, then set aside 1/2 cup of the mixture. After this, add the chopped green onions to the soup mixture followed by 1/4 cup of cheddar cheese, 1/4 cup of mozzarella cheese, and 1 1/2 cups instant white rice. Mix everything well until combined.
Once done, transfer the rice mixture to the prepared baking dish, then place the pork chops all over the mixture. Cover the meat with the soup mixture you set aside earlier. Place it in the preheated oven and bake for 35 minutes. After baking, remove from the oven and sprinkle 1 cup of shredded cheese (half mozzarella and half cheddar), then add 1 cup French fried onions and some chopped green onions. Place it back in the oven and bake until the cheese fully melts.
