In a cooled pot, mix the cornstarch, sugar, and salt very well. Once mixed, add the egg yolks and whisk them in. Pour the mixture of whole milk and heavy cream while continuously mixing. Turn the heat to low heat and gradually increase the heat. Keep stirring for 20 minutes until it becomes thick. Remove from heat, then add the butter and vanilla. Mix well. Transfer to a container, place the lid, and refrigerate for about 2 hours to overnight.
Place a pan over medium heat, and add the peaches, a little peach bourbon, salt, cinnamon, nutmeg, vanilla extract, a little brown sugar, and lemon juice. Mix well. Cover and let it simmer over medium-low for 5 minutes. Add cornstarch slurry and butter. Mix well.
Add the chilled pudding to a bowl and fold in the whipped cream.
Crush the oatmeal cookies a little bit. Assemble the peach cobbler pudding in the trifle bowl. Add a layer of the pudding mixture, then surround the edges with lotus Biscoff cookies. Add a few more in the center, then add the peaches with the syrup, and crushed oatmeal cookies. Repeat the layers.
