To start, bring a pot of water to a rolling boil, then drop the potatoes. Let them boil for 25 to 35 minutes until they’re fork-tender. After boiling, transfer them to your work surface and let them cool completely. Next, peel the skin off, transfer them to a mixing bowl, then mash them using a fork. Once done, start adding other ingredients: 1 egg, 1 cup shredded parmesan cheese, 1/4 cup parsley, 1/4 cup chives, 1/2 cup flour, 1 tsp salt, 1/2 tsp ground black pepper, and 1 tsp smoked paprika. Mix everything until well combined.
Now, it’s time to assemble the potato cakes. Take about half a cup of the mixture, form it into a thick patty, then place it on a rack. Repeat these steps until you finish the mixture. After this, take each potato cake and dredge it into the remaining shredded parmesan cheese. Set them aside. Heat 1/4 cup canola oil in a large skillet over medium heat, then add the potato cakes. Cook them in batches for three to five minutes on each side until golden brown.
