In a large bowl, combine warm milk, active dry yeast, and white sugar. Stir until well combined. Let it sit for about 5 minutes.
After 5 minutes, add the flour and salt. Mix until it becomes a dough using a silicone spatula. Next, add the melted unsalted butter and mix again.
Cover the bowl and let it rise until it doubles in size.
Once it doubles in size, mix it with a spatula, then place it on a floured surface. Flatten the dough and cut it into small cubes. Coat your fingers with flour then get one cube and form it into a small ball. Place on a baking sheet lined with parchment paper. Repeat with the remaining cubes. Make sure there is still a bit of space between them as they will expand.
Cover the dough balls and let them double in size.
Make the topping. Combine garlic powder, melted butter, parsley flakes, and salt in a small bowl.
Spread the topping on the dough balls. Place inside the oven and bake at 356F for about 15 to 18 minutes.
Place on a cooling rack and let it cool for a little bit. Enjoy!
