In a bowl, sift flour, cocoa powder, baking powder, and baking soda. Then add sugar, vanilla extract, cooking oil, and water. Whisk until combined.
Brush the pan with oil and place the parchment paper on top or dust with some flour. Then pour the chocolate mixture into the pan.
Place the lid and cook on low heat for 8-10 minutes or you can bake it in a pre-heated oven at 356 degrees F for 8-10 minutes.
Once cooked, let it cool completely, then trim the edges with a 4.5-inch cake ring. Place a transparent edge wrapping on the cake ring and put the cake inside.
In a bowl, add whip cream and beat. Then add powdered sugar and cocoa powder. Beat until stiff peaks. Then pour on top of the cake and spread evenly. Using a knife flatten the top. Put in the refrigerator for 1 hour.
In a bowl, add whipping cream and dark chocolate. Microwave for 40 seconds, then mix it well. After an hour, remove the cake from the refrigerator then take off the transparent wrap. Pour the chocolate mixture on top of the chocolate ganache. Then garnish with grated chocolate on the sides.
