Place a pan on a stove over medium-high heat, then add the beef and break it apart while giving it a good toss, and cook until nice and brown. Remove all of the rendered greases once done cooking, then add the garlic powder, onion powder, pepper, salt, and green chilies, and give them a good mix. Let them cook for about 30 seconds, then remove it from heat, and set aside. Place a separate skillet pan on top of the stove over medium-high heat, then add the melted butter and flour, whisk them together and cook until golden brown. Once the roux is done cooking, gradually add the chili powder and paprika while whisking continuously until well combined, then pour the chicken broth into divided batches, and whisk it well to thin the consistency of the mixture.

Now, add the garlic powder, cumin, tomato, paste, chicken bouillon, oregano, sugar, and pepper making sure to whisk well in between addition, then pour the last cup of broth, and mix them well. Taste and adjust the flavor, then set the sauce aside. In another pan filled with oil over medium-high heat, lightly cook the tortillas, then place them on a plate lined with a paper towel to drain off excess oil, and proceed to build the layers. Spread some sauce at the bottom of your baking dish, then dip 4 cooked tortillas in the sauce before placing them at the bottom, add some meat, and sprinkle the top with cheese and onions. Repeat the layer until you’ve used up all of the ingredients, finish the layer with sour cream and more cheese on top, then bake it in a preheated oven at 375° covered with aluminum foil until nice and bubbly.
