In a bowl, add 2.3 cups of all-purpose flour, 1 teaspoon of dry yeast, 1 tablespoon of sugar, 1/2 cup of warm milk, 1 large whisked egg, 3 tablespoons of butter, and 1 teaspoon of the slat. Combine well until a dough forms.
Transfer to your work surface and start kneading until it becomes smooth for about 5 to 8 minutes. Form it into a round dough. Once done, place in a bowl and pour a little oil. Spread using a silicone brush. Cover it until it doubles in size for about 60 to 90 minutes.
Transfer into your work surface again then divide into 12 pieces. Cut the mozzarella into cubes and season with pepper and parsley. Fill each dough with a mozzarella cube then shape them into balls. Place them in a baking pan greased with butter. Cover again for about 30 minutes.
In a small bowl, combine melted butter, garlic, salt, parsley, and cheese. Apply the garlic mixture on top of the dough then top with grated cheese.
Place inside the oven and bake at 356 degrees F for about 20 minutes.
