Start by preheating your oven to 350F and spraying an 18 x 13-inch rimmed sheet with baking spray.
Combine water, butter, and cocoa powder in a medium saucepan, then bring to a boil over medium heat. Keep stirring until smooth. Remove from heat.
In a large mixing bowl, add flour, sugar, baking soda, and salt. Whisk until combined. In a small mixing bowl, add sour cream and eggs, and whisk them together. Add the sour cream mixture to the flour mixture and beat with an electric mixer on a medium-speed setting.
Pour the warm butter mixture into the batter and carefully beat on the lowest setting until smooth.
Transfer the batter to the prepared sheet pan and spread it into an even layer.
Place inside the preheated oven and bake for about 15 to 18 minutes or until a toothpick inserted in the center comes out with a few moist crumbs.
While waiting for the cake, make the frosting. Combine butter, milk, and cocoa in a medium saucepan. Place it over medium-high heat and bring it to a boil. Stir it until it becomes smooth, then remove from heat.
Add the powdered sugar and whisk until the mixture becomes smooth. Add the pecans, if preferred. Immediately pour the mixture over the hot cake, and spread right away in an even layer. Let the cake cook completely before slicing it into pieces.
