In a small mixing bowl, whisk the chicken broth, soy sauce, dry sherry, honey, sesame oil, rice vinegar, and arrowroot powder together until well combined, then set them aside. Slice the bell pepper and carrots into thin strips, then add them to a large bowl. Cut the broccoli and add only 1 cup of it into the mixing bowl as well. Add the sliced onion, minced ginger, and garlic into the large bowl of veggies, then set them aside. Cut the chicken into 1-inch cubes and set them aside as well. Place a large skillet or wok on a stove over medium-high heat, then heat up about a tablespoon of oil, and add the cubed pieces of chicken in a single layer.

Season them with salt and pepper, then cook them until they turn lightly brown for about 4 to 5 minutes, stirring occasionally. Once done, transfer the chicken to a plate. Leave any juices in the pan, add about a tablespoon of oil, then saute the red bell pepper, onion, carrot, and broccoli until tender for about 3 to 4 minutes. Add the cooked chicken back into the pan along with the minced ginger and garlic, then stir them around for 30 seconds. Pour in the prepared sauce and cook them for 1 to 2 more minutes, stirring continuously. Garnish with green onion and sesame seeds, then serve with rice.
