In a large saucepan, add the chopped potatoes and fill with cold water. Bring them to a boil and cook until they are tender for about 12 to 15 minutes. Make sure not to overcook the potatoes. Once done, drain and mash the potatoes in the same pot.
Add warm cream and 1/2 teaspoon salt to the potatoes and continue mashing until smooth. Next, combine the parmesan cheese and the beaten egg.
Preheat the oven to 400 degrees F with the rack in the center.
Place a large skillet over medium heat and add 1 tablespoon of olive oil. Next, put the ground beef and break it with a spatula. Season it with 1 teaspoon of salt and 1/2 teaspoon of black pepper. Cook until meat is just cooked through and no longer pink for about 5 minutes.
Add in the onions and saute for about 3 minutes until soft. Add minced garlic and stir for another minute. Sprinkle 2 tablespoons of flour into the mixture and stir for about 1 minute.
Add red wine, then scrape the bottom to deglaze the pan for about 1 minute. Next, add the beef broth, 1 tablespoon of tomato paste, and 1 tablespoon of Worcestershire sauce.
Add 1 and 1/2 cups of frozen vegetables to the mixture and bring it to a light boil. After that, season with another 1/2 teaspoon of salt and 1/4 teaspoon of pepper. Cook for about 10 minutes or until the sauce is slightly thickened.
Put the meat and veggie mixture into a deep pie dish. Scoop some mashed potatoes and place them over the top. Make sure to spread them evenly and seal the edges with potatoes.
Drizzle 2 tablespoons of melted butter on top and cover with a sheet of foil under the casserole. Bake in the oven at 400 degrees F on the center rack for about 25 to 30 minutes or until the potatoes are golden. Once done, let it cool for about 15 minutes before serving.
